Quality 2020 Strategy

The Quality 2020 Strategy was launched in November 2011 by the Department of Health (DH) and aims to protect and improve quality in health and social care Northern Ireland.

Within the strategy, quality falls under three headings:


Avoiding and preventing harm to patients and clients from the care, treatment and support that is intended to help them.


The degree to which each patient and client receives the right care (according to the scientific knowledge and evidence-based assessment), at the right time in the right place, with the best outcome

Patient and Client Focus

All patients and clients are entitled to be treated with dignity and respect and should be fully involved in decisions affecting their treatment, care and support.

Q2020 highlights five specific goals to help make the vision become a reality over the 10 years:

  • transforming the culture
  • strengthening the workforce
  • measuring the improvement
  • raising the standards
  • integrating the care

Since its publication the implementation of the Q2020 strategy has focused on improvements in a range of areas. Our focus for 2017/18 has been in the following areas:

  • Developing Professional Leadership
  • Supporting staff involved in SAIs and other incidents
  • Strengthening our response to adverse incidents
  • Developing a model for the development of Always Events in NI
  • Improving patient safety through multi-disciplinary simulation & human factors training.
  • Development of a HSC Standard for Safe Interventional Procedures based on the The National Safety Standards for Invasive Procedures (NatSSIPs) to reduce the reoccurrence of the 3 main categories of Never Events
